I recently found out that I had a Tama Swingstar Steel snare from the 80s. Is it worth putting on new tension rods and heads?

If you have some extra money and are willing to experiment, you might discover a sound that you will love.
Of course if the tension rods are not functional, you will need to replace them. The you need to decide what sound you want.

Another idea would be to try a different snare. Sometimes wider snares work very well with steel snare drums.
