1969 5 piece Ludwigs--were lugs smaller on 12" toms?

I have a 1969 5 piece Ludwig set, I noticed the 12 inch tom has smaller lugs than the 13,16, and bass drum, I have a 70's Ludwig set also but all the lugs are the same size. Did the put smaller lugs on the 12 inch toms in the 60's ?

You are absolutely right. During this period, 12 inch double-headed toms were fitted with the small classic lugs.
